Sources close to the FSK have confirmed that the board made a significant administrative error. According to internal documents, the rating committee had originally intended to refuse classification to the Austrian documentary Wahlkampf, the film following popular Marxist politician Andreas Babler’s 2024 election campaign. Babler, a former forklift driver who rose to become Vice Chancellor of the Republic, was seen by parts of the committee as a potentially problematic figure whose story might “glorify state-funded political activism” and “create unrealistic expectations about democratic processes.”


However, due to what is now being described as a “filing error,” the committee ended up reviewing and refusing a rating to Citizen Vigilante instead.


One insider explained the situation:

“We had two controversial films on the table. One was a vigilante action movie, the other was a documentary about a left-wing politician. At some point during the meeting someone mixed up the folders. By the time we realized, we had already issued the ‘no rating possible’ decision. At that stage it was too late to walk it back.”


Early indications suggest this will be difficult, as the board has already publicly committed to the position that Citizen Vigilante poses a danger to German youth.

When asked whether the committee would consider simply rating both films normally, a spokesperson replied:

“That would set a dangerous precedent. Once you start changing ratings, where does it end?”


As of now, Citizen Vigilante remains blocked in Germany, while Wahlkampf continues to screen at festivals only. When asked about the situation, a spokesperson stated that they were “very pleased” the film had achieved such strong international success.


“The fact that Citizen Vigilante found a wide audience despite the technical difficulties in Germany shows that our system is functioning as intended,” the spokesperson said. “We are happy to see that quality films can still reach viewers through alternative channels.”


The committee declined to comment on whether this success had been the original plan all along.
