The institutions that drafted the rules discovered they lacked both the technical capacity and the public trust required to run an age verification system themselves.

Citizens who already treat state digital identity schemes with suspicion are unlikely to hand over more personal data to the same apparatus. National solutions stay fragmented. Timelines slipped. Enforcement looks expensive and politically toxic.

Meanwhile, the large majority of internet users already live inside Google’s services: Gmail, YouTube, Android, Search, Maps. Google has offered family accounts and parental controls for years. Those tools already let parents restrict what their children can see.

What is new is the Age Signals API now being rolled out through the Play Store - a system that lets apps receive only coarse age bands and supervision status so they can enforce restrictions without every developer inventing their own identity checks.

The decade spent warning about American tech power has produced a system that only works because of American tech power to make its own child-safety rules enforceable.

If age verification is going to be required at all, a system that builds on existing parental controls is preferable to one that puts the state in charge of deciding what children may see while requiring every website to demand a passport, facial scan or selfie before letting users in.
